Effectiveness Evaluation and Improving Strategy of Implementation of Environmental Testing System

Environmental testing is an important cornerstone of environmental protection. Credible and reliable environmental testing data can provide the fundamental and vital information and references for environmental policy, environmental decision-making, environmental quality assurance, inspection of pollution sources, pollution control measures, management regulations and cross- department cooperation. Recently, the credibility of environmental testing data has been raising public awareness. The key point is the contractual agreement between companies which are subject to legal regulations so as to require testing and the environmental testing companies. Such a relationship in between two sides are often questioned due to the non-transparency of testing prices and the real data quality. Besides, the continuous automatic monitoring system have been used to be on-line reporting the environmental quality but no requirement of verification and validation for specifications so that the data credibility and fairness are often doubted by the public. The objectives of this project were to clarify the problems now faced in the current system and then to suggest the feasible strategy. The contents of this project were to collect previous reports to analyze the problems in environmental test system so far, to hold forums and public hearings for collecting suggestions and comments from all parties, to plan a platform for environmental test management, to study the operating funds and implementation strategy, to evaluate the feasibility of the type verification and validation of monitoring devices. The important findings and conclusions of this project were addressed as follows. The team has proposed the preliminary operation model of environmental test management platform, the plan for the source of platform operating funds and the implementation strategies. The adjustment of the frequency of regular testing was recommended to reduce the burden and load of testing for air pollution under reliable testing representativeness. In the meantime, the inspection frequency was suggested to increase so as to improve cheating prevention. Regulations must be reviewed and updated regularly. A DAHS software certification system and specifications for the continuous automatic monitoring system should be established, and also a type validation system for related software, hardware and monitoring facilities should be built in the near future.
